This Pre-Feasibility Study aims to affirm and validate the alignment of Metro Manila Skyway Stage 3 Project with the present site condition. It also aims to update the traffic forecast and the project cost estimate as well due to recent site developments within the project vicinity which may require increased road right-of-way and utility relocation. More importantly apply current cost of construction material, equipment, labor and fuel which have risen significantly due to inflation in determining the updated project cost.

Study of Skyway Connector to North Luzon Expressway including Traffic, Civil Engr. Environmental and Financial Viability. To decongest Metro Manila, which functions as the nerve center of business, education and social services is a major challenge. The economic losses associated with congestion directly impact on the growth of the metropolis which recognized as the most important market of goods and services. The surrounding regions which bound Metro Manila have their own urban centers and also suffer the same losses. Metro Manila is in the middle and divides this vast territory, as transshipment point it directly affects the movement of goods and people to its neighbors. The effect of congestion is like a wave that spreads outwards and causes damage on its path. The ripple it causes is felt up to the fringes of the whole Luzon Island. Another challenge is the present urbanization behavior of Metro Manila. The urbanization pattern necessitates dispersion towards the regions around it. These regions as receptacle of the excesses of Metro Manila must be physically connected like any system with components that has to be sustained by inter-relationships.
